Kentucky National Highway System (NHS) Congestion and Reliability Map

Information was obtained from Regional Integrated Transportation Information System (RITIS).
Travel times are based on 2019 weekday hourly travel times from the National Performance
Management Research Data Set (NPMRDS) obtained by the Federal Highway Administration (FHWA).
Measures Reported:
- Planning Time Index - The total travel time that should be planned when an adequate
buffer time is included (95% Travel Time / Free-flow Travel Time). This index is generally
associated with travel reliability. The planning time index compares near-worst case travel
time to a travel time in light or free-flow traffic. For example, a planning time index of
1.60 means that, for a 15-minute trip in light traffic, the total time that should be
planned for the trip is 24 minutes (15 minutes x 1.60 = 24 minutes).
- Travel Time Index - Travel time represented as a percentage of the ideal travel time
(Average Travel Time / Free-flow Travel Time). This index is generally associated with
recurring traffic congestion.
Hourly measures have been extracted from NPMRDS representing an average of all weekdays in 2019.
Through a dropdown box in the upper right corner, maps are provided for:
- MAX PTI, MAX TTI = maximum hourly value over all hours of day
- AM PTI, AM TTI = Average of hours in AM peak period (6am - 9am)
- Midday PTI, Midday TTI = Average of hours in Midday time period (9am - 4pm)
- PM PTI, PM TTI = Average of hours in PM time period (4-7pm)
Note: by zooming in one can see the values by direction of road.
Colors have been assigned to the values as follows:
- TTI
- No Congestion (<1.3)=Green
- Low Congestion (1.3-1.5) = Yellow
- Medium Congestion (1.5-2.0) = Orange
- High Congestion (2.0-4.0) = Red
- Severe Congestion (>4.0) = Dark Red
- PTI
- No Congestion (<1.5)=Green
- Low Congestion (1.5-2.0) = Yellow
- Medium Congestion (2.0-2.5) = Orange
- High Congestion (2.5-5.0) = Red
- Severe Congestion (>5.0) = Dark Red
